报告简介:

耕地资源安全作为托底经济发展的“压舱石”、确保社会安宁的“稳定器”、填饱人民肚子的“米袋子”以及支撑国际交往的“底气牌”,已成为维护国家粮食安全、社会安全以及生态安全的“命根子”。当前,中国政府围绕耕地可持续利用与管理注入了一系列新使命、新目标、新理念,科学严密全方位贯彻新发展思路于耕地保护政策体系,并取得了举世瞩目的成就和成效。然而,耕地生产获得好成绩的同时,依然存在耕地面积持续萎缩、耕地质量持续下降以及耕地环境持续破坏等问题。鉴于此,本文在科学测度耕地保护政策效应的基础上,首先从宏观视角揭示了差异化政策工具与耕地保护效果的动态非线性特征;其次从微观视角探讨了感知利益与政策激励对耕地保护合作意愿的因果复杂机制;最后为耕地保护与管理提出更加低成本、操作性强且更高效的治理方案和政策建议。

As the “ballast” of economic development, the “stabilizer” of ensuring social stability, the “rice sack” of filling people’s stomach and the “bottom card” of supporting international exchanges, the security of cultivated land resources has become the “lifeblood” of food security, social security and ecological security in China. Currently, the Chinese government has applied a series of new missions, new goals and new ideas around the sustainable use and management of cultivated land and has achieved remarkable achievements and results. However, while achieving good results in cultivated land production, there are still problems such as continuous shrinkage of cultivated land area, continuous decline in cultivated land quality, and continuous damage to the cultivated land environment. In view of this, on the basis of scientifically measuring the effects of cultivated land protection policies, this article first reveals the dynamic nonlinear characteristics between policy tools and the effect of cultivated land protection from a macro perspective; secondly, the causal complex mechanism of perceived benefits and policy incentives on the willingness in cultivated land protection cooperation was explored from a micro perspective; finally, propose more low-cost, operational and efficient governance schemes and policy recommendations for cultivated land protection and management.

张晏维,男,华中科技大学公共16877太阳集团安全入口博士生,主要从事土地利用与管理、土地经济与管理以及土地政策与分析等领域的研究,多项研究成果发表在Habitat International、Journal of Cleaner Production、Ecological Indicators、Landscape Ecology、Structural Change and Economic Dynamics、Environmental Science and Pollution Research、Journal for Nature Conservation、Physics and Chemistry of the Earth、《资源科学》等期刊,参与国家社科基金青年项目等。
